The paper provides EMP protection strategies, ranging from safeguarding individual devices to entire buildings, with a particular emphasis on mission critical facilities. Exploring the historical use of EMP in espionage, the document highlights the development of TEMPEST shielding to secure electronic communications from eavesdropping. As a precursor to addressing EMP's impact on national infrastructure, especially data centers, the paper discusses concerns related to the detonation of a high-altitude thermo-nuclear device (HEMP). The necessity of protecting relay and control circuits from EMP effects is underscored. The challenges of ensuring the survival of cooling plant heat-rejecting equipment during an EMP event are outlined, emphasizing the importance of meeting protection requirements based on executive orders.
